Irrgation seasons of use in Oregon.
<DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>The irrigation season of use theme breaks the state down by adjudicated, and non-adjudicated, areas and into smaller units depending on the decree. An adjudication in this sense refers to the legal process of evaluating pre-1909 water use claims in an area and establishing which ones are valid. Each area is attributed with the decree name, status (adjudicated, non-adjudicated, or pending), sub-area name (where they exist), season of use, rate (in cubic feet per second per acre), and duty (in acre-feet over the course of a season).</SPAN></P></DIV></DIV></DIV>

The process began by using the adjudicated areas theme. It was combined with a state boundary theme defined by OWRD's administrative basin boundaries to define limits for the unadjudicated portions of the state. The admin basin theme was also used to split the unajudicated areas between the east and west sides the Cascades since they have different default irrigation duties.
Summary information on each decree's sub-areas (where they exist), irrigation season, rate, and duty were put in into a spreadsheet and compared. The original decree documents were inspected where discrepencies in the summary info sources disagreed or did not exist. The spreadsheet was joined to the irrigation season of use and the attributes transferred to the polygon attribute table. Each polygon's attributes were inspected and verified.
All sub-areas, with the exception of the Umatilla River Decree, were defined by hydrologic divides. Often these lines could be obtained from the USGS' hydrologic unit themes (HUCs). In some cases the OWRD's peak discharge tool was used to create new delineations. The Umatilla River Decree defines it sub-areas by soil descriptions. Mary Grainey, OWRD, in the 1990s, compiled a soils coverage from Umatilla county SSURGO data (large-scale soils data) that was composed of soil types equivalent to those defined by the decree. Tony Justus, OWRD watermaster in Pendleton, worked with Mary to verify her work. I spoke with Mary about the criteria used and applied them to a small portion of the Umatilla River Decree occupied by Morrow county. I did not include small portions of the decree area to the east and south that fall under U.S. Forest Service ownership since they conduct their own soil surveys there did not appear to be any irrigation water rights. Mary concurred.
The data set will be inspected by OWRD staff from the Water Rights and Field Divisions.
