The term "currently" is defined as within the past five reproductive cycles. Historical habitat includes suitable habitat that fish no longer access and will not access in the foreseeable future without human intervention. This information is based on sampling, the best professional opinion of Oregon Dept. of Fish and Wildlife or other natural resources agency staff biologists or modeling (see the fhdBasis field). Due to natural variations in run size, water conditions, or other environmental factors, some habitats identified may not be used annually. These data now comply with the Oregon Fish Habitat Distribution Data Standard that was adopted by the Oregon Geographic Information Council in June 2015. The Standard document can be found at: http://www.oregon.gov/DAS/CIO/GEO/fit/bioscience/docs/OregonFishHabitatDistributionDataStandardv3.pdf. Historical habitat distribution data are within the scope of the standard and are identified via the habitat use (fhdUseType) attribute. Historical habitats are only identified outside of currently accessible habitat and are not comprehensive. Key features of the Oregon Fish Habitat Distribution Data include: species, run, life history, habitat use, origin, production, the basis for each record, originator name, originator entity and reference. Habitat distribution data are mapped at a 1:24,000 scale statewide and are based on the National Hydrography dataset. The data are made available as GIS files in both shapefile and ESRI geodatabase format. The data were developed over an extensive time period ranging from 1996 to 2015. The data were recently migrated to USGS managed, Hydrography Event Management (HEM) tool compliant, event feature class format based on the National Hydrography Dataset. &lt;/SPAN&gt;&lt;/P&gt;&lt;/DIV&gt;&lt;/DIV&gt;&lt;/DIV&gt;</idAbs>

<suppInfo>Procedures_Used: These data were originally created through a process where 1:100,000 scale fish habitat distribution data (current as of 2001) were plotted on 1:24,000 scale USGS quadrangle maps and then provided to ODFW and other natural resources agency field staff. Based on survey data, supporting documentation, and the best professional judgment of the field biologists, different types (spawning, rearing, migration, etc.) of species specific habitat distribution (see the fhdUseTy field) were marked on the maps with colored pens. Additional attributes such as source contributors, agencies and the basis of the data were also collected. These hardcopy data were then digitized by ODFW GIS staff and stored as event tables based on the PNW River Reach files at 1:100,000 scale. Habitat locations identified outside of the 1:100,000 scale stream network were captured as upstream points associated with 1:24,000 scale streams. Beginning in 2007 and ending in 2008, the data were migrated to events associated with the Pacific Northwest Framework Hydrography 1:24,000 scale stream network. All habitat distribution records are now in a single, consistent linear event format. Revisions: The first 1:100,000 scale version of the data was completed in 1996. Significant revisions at that scale were also made in 1999. The 1:24K Mapping Project occurred between 2001 - 2003 and data were published in 2004. Data were migrated to events mapped on the 1:24,000 PNW Framework hydrography in 2007 and 2008. Significant revisions since 2004 include additions of anadromous habitat in the upper Deschutes and upper North Santiam basins and coho habitat in the coastal basins. Numerous, less significant revisions have occurred throughout the state, in particular where the location and passage status of blocking barriers was recently verified. In 2014 the data were migrated to the National Hydrography Dataset (NHD) as Hydrography Event Mgt. Tool (HEM) compliant event feature classes. NHD data are current as of April 2014. The fish habitat distribution data schema was modified in July 2015 to comply with version 3.0 of the data standard. Optional attributes for describing additional record Basis details (date, name, entity, project, method) were added at version 3.0.
Reviews_Applied_to_Data: All distribution data have been reviewed by ODFW or other natural resource agency staff (typically district biologists). <stepDesc>FHD to NHD Migration Metadata process steps:
1. Previous to beginning the fish habitat distribution (FHD) migration effort, ODFW’s version of the LLID route-based, Oregon Framework Hydrography dataset was migrated to a set of linear referenced “events” mapped to the National Hydrography Dataset (NHD). These NHD-based whole stream route (LLID) events were then converted to a whole stream route network derived from the NHD geometry. Both of these datasets (Framework and NHD-based whole stream route) were integral to the FHD migration process. 2. The event records for a specific fish species/run, (eg. Spring Chinook) were mapped (Make Route Event Layer) on the data’s original Framework-based whole stream route hydrography network (EPSG 2992), and then exported to a line feature class.
3. The exported line feature class was then deconstructed to start (downstream) and end (upstream) point vertices with the ArcGIS “Feature Vertices to Tool (all attribute data is preserved). QAQC checks were conducted on the start and end points for count and frequency.
4. The start and end points were then located relative to NHD-based whole stream routes, using the ArcGIS “Locate Features Along Routes” Tool with a tolerance of 300 feet, and unselecting “Keep only the closest route location”. QAQC check for the “Locate Features” tool joined the output event table to the start and end point feature classes, using the unique fish species event record feature ID (fhdFtrID), keeping all records, and then selecting records where the output table RID equaled the whole stream route LLID. Records from the output table that did not match the start or end point route identifier, the LLID, were deleted.
5. Fields were added to the start and end point feature classes to preserve the LLID attribute and the route measures found with the “Locate Features” Tool. Where the original species event record had a beginning measure of 0, the start measure was calculated to equal 0. The start and end point features classes were then joined to the “Locate Features” output table on the fhdFtrID and measures were transferred to the end point and start point feature classes (where not equal to 0).
6. Points not found or located, were visually inspected and manually checked for route position and measure.
7. Start and end point feature classes were then joined together, on the record’s unique identifier, fhdFtrID, and either start or end measures, as needed, were calculated to one feature class. The feature class attribute table, containing the LLID whole stream route attribute, and the start and end point measures from the NHD-based whole stream route, was then exported to an event table. The event table was then displayed, using the ArcGIS “Display Route Events” Tool, on the NHD-based whole stream route network. QAQC checks looked for measure anomalies, duplicate feature IDs, and overlapping line features.
8. The displayed events were then exported to a line feature class. Line features were then selected by hydrologic subregion location, and exported to a subregion feature class for the species/run, and subsequently an event table for route transformation. 9. Using the ArcGIS linear referencing “Transform Route Event” Tool, with a tolerance of 3 feet, and NHD flowlines projected to Oregon Lambert (EPSG 2992), a new event table referencing NHD flowline ReachCodes and measures, was created from the subregion event table based on the whole stream NHD geometry route (LLID). The new event table, with NHD flowline ReachCodes and measures, was then displayed on the projected NHD flowlines and exported to a new line feature class. 10. This new subregion species/run line feature class, with NHD flowline Reachcode references and measures, was then projected to EPSG 4269 (GCS North America 1983) for Hydrography Event Management (HEM) import. The feature class ReachCodes and measures were used for HEM import, and the fhdFtrID was linked for the Source_FeatureID field. QAQC checks after HEM import, were a check for multi-part lines, or gaps, using ArcGIS Data Reviewer and a route created from the HEM feature class on the Source_FeatureID field, and a topology check for overlapping line features.
