Description: <DIV STYLE="text-align:Left;"><DIV><P><SPAN>The </SPAN><A href="http://www.oregon.gov/OPSW/pages/index.aspx"><SPAN>Oregon Plan </SPAN></A><SPAN>includes two interrelated measures—WRD 6 and ODFW IVA8—for establishing priorities for streamflow restoration. The measures are included in the Oregon Coastal Salmon Restoration Initiative (CSRI) submitted to the National Marine Fisheries Service in March 1997. Similar measures also are included in the Steelhead Supplement which was submitted in February 1998. Under the measures, the Water Resources Department (WRD) is responsible for evaluating deficits in streamflows for instream water rights and the Department of Fish and Wildlife (ODFW) is responsible for prioritizing the areas where fish habitat is most dependent on restoration of streamflows.WRD and ODFW staff worked closely in developing the methodology for identifying streamflow restoration priorities in the five major coastal basins included under the CSRI.1 ODFW developed and implemented a process to identify the watersheds in which fish were more likely to respond to increased flows. WRD identified those watersheds in which there are the best opportunities to restore flows. The rankings of expected response by fish and of opportunities for flow restoration were combined to produce the streamflow restoration priorities. A similar process was used by the agencies in establishing priorities for flow restoration in the remaining basins.</SPAN></P></DIV></DIV>

Description: <DIV STYLE="text-align:Left;"><DIV><P><SPAN>The Watershed Boundary Dataset (WBD) is a comprehensive aggregated collection of hydrologic unit data consistent with the national criteria for delineation and resolution. It defines the areal extent of surface water drainage to a point except in coastal or lake front areas where there could be multiple outlets as stated by the "Federal Standards and Procedures for the National Watershed Boundary Dataset (WBD)" “Standard” (http://pubs.usgs.gov/tm/11/a3/). Watershed boundaries are determined solely upon science-based hydrologic principles, not favoring any administrative boundaries or special projects, nor particular program or agency. This dataset represents the hydrologic unit boundaries to the 12-digit (6th level) for the entire United States. Some areas may also include additional subdivisions representing the 14- and 16-digit hydrologic unit (HU). At a minimum, the HUs are delineated at 1:24,000-scale in the conterminous United States, 1:25,000-scale in Hawaii, Pacific basin and the Caribbean, and 1:63,360-scale in Alaska, meeting the National Map Accuracy Standards (NMAS). Higher resolution boundaries are being developed where partners and data exist and will be incorporated back into the WBD. WBD data are delivered as a dataset of polygons and corresponding lines that define the boundary of the polygon. WBD polygon attributes include hydrologic unit codes (HUC), size (in the form of acres and square kilometers), name, downstream hydrologic unit code, type of watershed, non-contributing areas, and flow modifications. The HUC describes where the unit is in the country and the level of the unit. WBD line attributes contain the highest level of hydrologic unit for each boundary, line source information and flow modifications.</SPAN></P></DIV></DIV>

Hydrologic units within the WBD_OR_HUC_12 represent drainage areas delineated to the 6th level drainage systems. Their boundaries are defined by hydrographic and topographic criteria that delineate an area of land upstream from a specific point on a river, stream, or similar surface waters. Hydrologic units within the WBD_OR_HUC_12 can accept surface water directly from upstream drainage areas, and indirectly from associated surface areas such as remnant, non-contributing, and diversions to form a drainage area with single or multiple outlet points. Boundaries within the WBD_OR_HUC_12 were delineated by Pacific Northwest (PNW) Hydrography Framework Partners to meet state requirements and to contribute to the national WBD repository. To meet these goals, the WBD must adhere to the "Federal Standards for Delineation of Hydrologic Unit Boundaries", dated October, 2004. These HUC_12 boundaries were made from the Oregon dataset that has been given national certification by Natural Resources Conservation Service (NRCS) Prior to submission the dataset was subjected to an iterative review and edit process to ensure that the hydrologic boundaries fully satisfy the federal standards. This work was completed under a Memorandum of Understanding between the Pacific Northwest Hydrography Framework Partnership and the US Geological Survey (USGS). The current dataset includes all 6th level boundaries that are in all 4th level (8-digit) subbasins that fall within or intersect the Oregon state boundary.
